[SMM Hydrogen Policy Update] Fengzhen Municipal People's Government: Releases the "Fengzhen City 15th Five-Year Plan for National Economic and Social Development (Draft for Solicitation of Comments)"

On November 17, the Fengzhen Municipal Government released the "Outline of the 15th Five-Year Plan for National Economic and Social Development of Fengzhen City (Draft for Soliciting Comments)" (hereinafter referred to as the "Outline"), which clearly sets green and low-carbon transformation as the core orientation. It outlines key tasks in critical areas such as green industrial upgrading, optimization of the energy structure, and coordinated development of wind, solar, hydrogen, and energy storage. The Outline proposes a target for the ferroalloy industry to achieve a 60% renewable energy consumption ratio by 2030, drawing a green blueprint for high-quality development over the next five years.

Promoting Green Industrial Transformation: Clear Target Set for Green Electricity Consumption in Ferroalloy Industry

The Outline positions green industrial development as a key lever, fully advancing the green transition of the ferroalloy industry. By constructing market-based grid-connected new energy projects and expanding green electricity market trading, it aims to continuously increase the proportion of green electricity consumption by enterprises, striving for the ferroalloy industry to reach a 60% renewable energy consumption ratio by 2030. Concurrently, it strengthens control over high-energy-consumption projects, promotes the industry's shift towards low-carbon and high-end development, and consolidates the advantages of the existing green manufacturing system—Fengzhen City currently boasts one national-level green park, four national-level green factories, and nine autonomous region-level green factories, laying a solid foundation for green industrial upgrading.

Strengthening Energy Security: Building a Multi-Energy Synergy and Complementarity Pattern

Based on energy resource endowment and industrial foundation, the Outline proposes strengthening strategic energy layout, with ensuring regional energy security as the foundation, balancing development and security. It aims to optimize the layout of energy facilities and the supply structure, focusing on promoting synergy and complementarity among wind, solar, hydrogen, storage, and other energy sources to enhance the resilience and risk resistance of the energy industry chain and supply chain. Through systematic planning of the energy production, supply, and storage system, it seeks to build a secure, stable, and efficient modern energy support system, providing reliable energy guarantee for the city's economic and social development.

Diversified Wind and Solar Power Development: Expanding Application Scenarios and Space

For wind power development, the Outline specifies promoting appropriately clustered development of centralized wind farms in areas with abundant wind resources and good grid connection conditions, such as Sanyiquan Town. It also aims to tap the potential of distributed wind power, encouraging industrial parks, industrial enterprises, and mining areas to utilize their own sites to promote low-wind-speed wind power technology and construct small wind farms in an orderly manner. Additionally, it will organize the "Wind Harnessing Action in Thousands of Townships and Villages" to promote efficient local utilization of wind power.

For PV development, it will build a dual-dimensional distributed system integrating "transportation + PV" and "urban + PV," making full use of idle spaces along national and provincial trunk roads, expressway hubs, and railway stations for project deployment. Aligned with new urbanization and urban renewal, it will demonstrate urban PV corridors, deeply exploit rooftop resources of industrial park factories and public institutions, standardize the development of building-integrated photovoltaics (BIPV), and implement the "Light Bathe Action in Thousands of Households" to expand coverage.

Building a Full-Chain Hydrogen Ecosystem and Promoting Demonstration Applications Across Multiple Fields

Focusing on the full-chain development of hydrogen energy, the Outline proposes systematically building a green, efficient, and diversified hydrogen energy industrial ecosystem. In regions rich in renewable energy resources, it calls for scientifically planning wind and solar power coupled with energy storage for hydrogen production projects, promoting the large-scale development of water electrolysis for hydrogen production, and facilitating the integration and synergy of hydrogen energy with wind power, solar power, and energy storage. At the same time, it aims to expand the recovery, purification, and utilization of industrial by-product hydrogen, establishing a diversified hydrogen supply system. On the application side, the focus is on promoting the substitution of green hydrogen in the chemical industry, accelerating the deployment of synthetic projects such as green ammonia and green methanol, strengthening the demonstration role of hydrogen energy in replacing industrial raw materials, and supporting the low-carbon transformation of the chemical industry.

Developing New-Type Energy Storage Across All Scenarios to Enhance System Regulation Capability

Centered on the goals of marketization, industrialization, and scaling up, the Outline establishes a new-type energy storage application system covering all scenarios: power supply side, grid side, and user side. On the power supply side, it promotes the "new energy + energy storage" model, encourages existing power stations to increase energy storage allocation, and supports the construction of independent, grid-friendly energy storage power stations. On the grid side, it plans for independent/shared energy storage power stations at critical nodes and in weak areas to enhance system regulation, security, and stability. On the user side, it guides important users such as government agencies, hospitals, schools, and industrial parks to configure energy storage facilities, improving electricity usage economy and reliability. Additionally, it explores long-duration thermal storage solar thermal power generation to enhance system flexibility.

Currently, the Outline is open for public comments, aiming to build broad consensus and provide scientific guidance for Fengzhen City's green and low-carbon development during the 15th Five-Year Plan period.
